Federal Employee Program – Postal Service Health Benefits (PSHB) Program

The Postal Federal Employee Program (FEP) is a nationwide Postal Service Health Benefits (PSHB) Program administered through local Blue Cross and Blue Shield Association plans, approved by the Office of Personnel Management (OPM). This program should not be confused with the HMSA Plan for Postal Service Employees (coverage code M6), which is an HMSA PPO plan.

The FEP PSHB membership cards are identified on the card by the words “Federal Employee Program” and “Government-Wide Service Benefit Plan”, and a distinctive stamp icon surrounds the plan option. The enrollment codes for FEP Blue Standard Option are 33D, 33E, and 33F. The enrollment codes for FEP Blue Basic Option and 33A, 33B, and 33C. FEP Blue Focus enrollment codes are 35A, 35B, and 35C.
