Federal Employee Program – Federal Employees Health Benefits (FEHB) Program
The Federal Employee Program (FEP) is a nationwide Federal Employees Health Benefits (FEHB) program administered through the Blue Cross and Blue Shield Association. This program should not be confused with HMSA’s Federal Employees Health Benefits program, coverage code 87, which is an HMSA PPO plan.
The FEP – FEHB membership card is identified on the card by the words “Federal Employee Program” and “Government-Wide Service Benefit Plan” and enrollment codes 104, 105, 106, 111, 112, 113, 131, 132, and 133. For more information, refer to Federal Employee Program (FEP) - Standard Option.

The FEP public-facing website is a resource for BCBS FEP members and those interested in BCBS FEP to find information on BCBS FEP plans, enrollment, benefits, pharmacy and prescription coverage, brochures and resources, incentive programs, discounts and general health and wellness information. There are AskBlue plan finder tools that offer a plan recommendation based on needs and budget as well as healthcare cost tools and healthcare management tools that help members take an active role in their health and earn rewards.
