The collection, handling and/or conveyance of a specimen for transfer from the provider's office to a laboratory is considered an integral part of the evaluation and management (E/M) visit and should not be billed separately. In addition, please do not bill the HMSA member for this service.

Although optometrists are unlikely to handle specimens, the state law on optometry (Chapter 459 of Hawaii Revised Statutes) states that licensed optometrists may perform noninvasive diagnostic procedures and order laboratory tests related to examining and treating the eye.
